Yes, that's why I tried to explain ;)
The meteo assembly-factory example shows that this explicit inclusion is 
necessary.

I think that using WSDL-first clients approach and the wsdl2java tools 
to generate classes is a right way to go when consuming services, and 
the best solution when consuming "third-party" webservices.
If we want Frascati clients to be able to work this way, it would be 
better that this dependency was indeed added a default dependency of the 
FraSCAti Assembly Factory".
Thus, my answer is "yes".
