Hi,
Skins are loaded through a groovy template: SkinConfigScript.groovy in 
which you declare the css you wish to use.
You can have a look at the exoadmin.war:

/exo.portal.portlet.exoadmin/src/main/webapp/WEB-INF/conf/script/groovy/SkinConfigScript.groovy

to get an idea about the mechanism.
