[exoplatform] Widgets tool bar displayed by default?

Hi all,
I was wondering whether it was possible to get the left-hand side 
toolbar with the widgets and the start button, automatically displayed 
once the user is logged on?
And if it is possible, how can we do this (through config files or 
programmatically)?
