You have to include WEB-INF/portlet.xml file that is portlet application 
deployment descriptor and describes portlet parameters and some other 
necessary things. Also your portlet application war has to have 
WEB-INF/web.xml, just like any regular war, but as for portlet application it 
needs some mandatory descriptions. I'd attached sample portlet.xml and 
web.xml to the letter. Modify it for your needs.
