internationalization and community

I created a user A with all the properties in italian and english and the menu is working fine.

Now I create a comunity on that portal owner (A).

Then I create a new user B that join the community.

If i log into the portal with a the user B that belongs to that community, all the menu labels aren't traslated and the labels look like this:
#{products}
#{admin}
..

Looking at PortalResources.java I see nothing about community portal owner.
Is it a uninplemented feature, or there is another way to do that.

It seems that all labels must be inserted in locale.users.default
