I am really going crazy trying to figure out what portal server I need to use.

No need to look anywhere else now :)

now I am looking at eXo and can't seem to figure out if the portal server has built in user management capabilities.

It has, you can handle user, groups and roles in a very efficient way and have them store in a DB, and LDAP server or ActiveDirectory....not talking about the SSO option!

I also don't understand the reason for building eXo from source. Can't I just create a portlet war and add it to my JBoss deploy DIR to deploy it? 

Portlet != portal

You can build portlet war and deploy them in eXo Portal installed on JBoss AS
