Static context and internationalization: How To ?

Is there a tutorial or documentation on how to create a static context 
in different language ?
I want to try to create a localized static page (English and Italian).

I take an example in /ecm/web_content/home/exoplatform_en.html :

In /ecm/WEB-INF/conf/users/exoadmin-pages.xml the page is created 
declaring the content origin  (id=war:/web_content/home/exoplatform)

When the server starts up, this static context (exoplatform_en.html)  is 
copied into DOCUMENT_CONTENT table of exo database.

Can I modify the static content at run-time, without restarting the server ?
Is there a way to leave the html pages on the filesystem ? (In this way 
I can easily modify them).
