Viewing nodes permission makes only sense when you use communities

Below my scenario.
I've a group with name 'intranet'.
This group is create at exo startup based on configuration into the users-configuration.xml file.
Now inside template-pages.xml I configure a page with permission as shown below:
<page> <owner>@owner@</owner> <name>/home/sx/intranet/newsIntranet</name>
<viewPermission group="/intranet" membership="owner"/>
... ... ...
This page must be visibile on when user is associated to 'intranet' group.
Now into template-navigation.xml I apply to nodes the same permission
<viewPermission group="/intranet" membership="owner"/>
Finally 1. I create new user 2. I login using user created at step 1 3. I see the page belongs to 'intranet' group This must be visibile only when user is associated to 'intranet'
Where is my error?
Where can I found a clear and well documented way to handle permissions?
