I've just downloaded eXoECM-1.0-final.zip from objectweb.org and tested it on 
Windows and Linux : exo-tomcat is start and working well without your problem

maybe the download has corrupted .
You can download eXoECM-1.0-final.zip again (from the first France mirror 
site)
and extract it and run bash command (if you use bash) : 
export JAVA_HOME=/path/to/jdk1.5 && cd exo-tomcat/bin && chmod +x *.sh && 
./exo-run.sh
in Windows with cmd.exe (or command.com)
set JAVA_HOME=C:\jdk1.5 
cd exo-tomcat\bin
exo-run.bat

Have a easy way is download eXoECM-1.0-final-Setup-NoVM-*.zip from same 
realease
and setup it on suitable OS
