That is exactly what the "community" concept is for.

We do not use the role semantic but membership more. A user has a  
membership in a group which allows a much finer contextual security  
much closer to real organizations.

A user having a membership in a group which has been configured to  
become a community will have all the pages associated to the group  
mounted in its own portal.

To do exactly that you will need to modify the portlets. Otherwise  
not allowing to change the containers and so on can be done thanks to  
the previously introduced community concept.
