Our test portal just displays the portlets without ability to configure portlets.

What do you want to do exactly?

PS: Login in portal with exoadmin/exo, then in the menu Portal -> Portlet Registry click "import portlets" and chose the action what you need to do  (
e.g. edit role or edit portlet ).
