Summary: Isac Random plug-in Uniform distribution generates out of range

Initial Comment:
With the Random plug-in for Isac, when using the uniform distribution, the
specified range (min, max) is not always met: some generated values are higher
than max.

The random generator (from org.ow2.clif.util package)
erroneously generates random values between min and max+min
bounds.
Fixed by commits 1583 (trunk) and 1584 (1.3.0 branch)
