[clif] migration from CVS to SVN

Hello,

Now SVN is widely used and SVN tools are widely available and mature, I 
would like to propose that we migrate the CLIF project repository from 
CVS to SVN.
One of the main motivations for this is that the we target a repository 
reorganization to fit the new features offered by Eclipse with regard to 
plug-in development since version 3.3. It will make the maintenance of 
CLIF plug-ins for Eclipse much more easier. As you know, moving files 
and directories is possible with SVN, not with CVS.
