Ok ... my fault ...

 

the unzipp don't work fine on windows with tgz files ....

 

I use cygwin with tar ... and now that works ....

so I try to build clif from the CVS snapshot

 

but when i use "ant zip" (for example) there are builds errors : it can't find OdaException

do I have something else to install ?

No. All depencies are in the "externals" directory.
I've just tried "ant zip" with the same tarball as you (clif-cvs-2008-02-27), with Windows XP, ant it is just compiling fine. I get no error.
My advices are:

• check your environment wrt the technical requirements stated in the user manual
  
• also check the ant version using command "ant -version"
  
• try a verbose build so that you can check the compile classpath is not truncated
