Well with Carol, we don't use jndi.properties at all. the 
getEnvironment() method will return the environment of the default 
protocol (for now).
The default protocol is the first protocolname of carol.protocols property.

With carol, this will return same value with or without this file.

Carol can be seen as "many jndi.properties" files available at a same
