Log message:
        *   <p><b>csc_012804_1</b> - Minor tweak to GenerateSSIs taskdef, so 
that it doesn't include the ssi comment
        *      tags in the generated file. In other words, this taskdef 
creates ssis by looking for comment tags
        *      of the format:
        *
        *          <!-- start foo.ssi -->
        *          <!-- end foo.ssi -->
        *
        *      What was happening was these tags themselves were being 
included in the generated ssi, and this caused
        *      problems in the case of custom renderers where the destination 
file formats doesn't allow for comments
