Log message:
        fix messed up comments in A_Changes_History.java so that the 
resulting javadoc actually looks presentable.  There a number of tags without 
end tags and tags that wre meant for literal display (non-html tags) intead 
of as html markup that wren't escaped.  Fixed all that and things look much 
better.  Updated changes doc to link to javadoc for A_Changes_History.
        
        I'll be moving the tags on these to get them into the 1.2.0 release.
