Log message:
        fix regression that added to the catalina-install task by pointing 
the ${app.ccf} property to the file in the "build" directory after addiing 
ccf.xml to the excludes for the copy to the "build" directory.  Now pointing 
app.ccf to ${web.home}/WEB-INF rather than ${build.home}/WEB-INF.  I excluded 
ccf.xml from the copy since it has no business being in the actual deployed 
app.
